Les questions ouvertes par vos correspondants ont été refermées depuis la fin de 2012. Le Parti et l’État sont parvenus à mettre la conjoncture économique sous contrôle au prix d’un renforcement de la censure, d’un étouffement des mouvements sociaux et d’un semblant de redistribution. Mais pour la Chine, l’essentiel, ce sont les marchés extérieurs. Une économie dans laquelle les ménages épargnent la moitié de leurs gains n’est pas fondée sur la consommation de masse. C’est l’État qui a su gérer la formidable augmentation des investissements dans les infrastructures et le bâtiment, dont profite surtout l’élite. La question de l’environnement est nouvelle et fait peur ; elle est traitée en termes de responsabilité individuelle.

The questions raised by the previous contributions have been closed to public debate since the end of 2012. The Party and the State manage to keep their grip on the economic situation thanks to a strengthening of censorship, repression on social movements and an appearance of redistribution. What is essential for China, however, are the foreign markets. An economy where households save half of their income is not based on mass consumption. The State was successful in managing the tremendous expansion of investments in infrastructure and real estate, to the advantage of a small elite. Environmental issues are new and generate many fears, mostly to be treated on the basis of individual responsibility.
