L’histoire politique du Bangladesh, complexe et contradictoire, démonte tous les fantasmes entretenus aujourd’hui sur l’islam, érigé en ennemi global prenant la suite du défunt communisme. Le pays est devenu indépendant en 1971 après une guerre de libération meurtrière qui a vu sa population musulmane s’affronter au Pakistan, créé par l’ex-colonisateur anglais de l’Inde comme nation musulmane. Son gouvernement s’affirme d’abord laïc avant de décréter l’islam religion d’État et d’entamer une profonde réislamisation de la société. Aujourd’hui cette dictature militaire islamique avec à sa tête la Ligue Awami, l’ancien parti indépendantiste, a liquidé régulièrement toutes ses oppositions politiques au nom de la lutte anti-terroriste mondiale.

The political history of Bangladesh, complex and contradictory, dismantles all the fantasies held today about Islam, erected as a global enemy taking over from defunct communism. The country became independent in 1971 after a deadly liberation war that saw its Muslim population clash from Pakistan, created by the British ex-colonizer of India as a Muslim nation. Its government claimed to be secular before promoting Islam as the State religion and initiating a deep re-Islamization of society. Today this Islamic military dictatorship headed by the Awami League, the former independence party, has regularly liquidated all its political oppositions in the name of the global anti-terrorist fight.

L’Iran et sa (mal) représentation
L’Iran (notamment post-révolutionnaire) souffre deux fois de sa mal-représentation. Non seulement, à l’intérieur des frontières, le décalage entre la diversité sociale et l’État islamique installé depuis la révolution de 79 s’est creusé, mais également, dans sa perception à l’extérieur, cette révolution a réactivé des lectures culturalistes. Nous mobilisons dans cet article le concept de « représentation », qui implique des significations politiques et esthétiques, afin de dessiner un autre tableau des tensions entre la société iranienne et son État. Le blocage de la représentativité démocratique par le gouvernement a conduit la société iranienne, en quête de son image, à se tourner vers des modalités de plus en plus esthétiques. Ces sensibilités influencent le paysage politique, de même que les représentations esthétiques sont toujours susceptibles de prendre un sens politique. C’est à ce conflit des images dans le contexte iranien que nous nous intéressons.

Iran and its (Mis) Representation
Iran (especially post-revolutionary Iran) suffers twice from its misrepresentation. Not only has the gap widened within its borders between social diversity and the Islamic Republic installed since the revolution of 1979. In its perception outside, this revolution has also reactivated culturalist readings. In this article, we mobilize the concept of “representation”, in its political and aesthetic meanings, in order to draw another picture of the tensions between Iranian society and its State. The government’s blockage of democratic
representation has led Iranian society, in search of its image, to turn to increasingly aesthetic modalities. These sensibilities influence the political landscape, just as aesthetic representations are always susceptible to receive and carry political meaning. It is this conflict of images in the Iranian context that we are interested in.

Les deux faces de la révolution iranienne
La révolution iranienne de 1979 et ses conséquences devraient être analysées à l’aide des concepts « d’intégration » (dans le système capitaliste mondial) et d’« isolement » (par rapport au nouvel ordre mondial). Ces deux concepts permettent de mieux comprendre les dimensions à la fois générales et particulières de cet événement. L’« intégration » met l’accent sur la nature capitaliste générale partagée par tous les pays dits du « tiers-monde » ou « périphériques », tandis que l’« isolement », considéré ici comme un moment de cette « intégration », permet d’analyser les caractéristiques réelles et concrètes qui distinguent l’Iran des autres pays de la région. Une fois analysés ces concepts dans la période postrévolutionnaire en Iran, nous nous intéresserons plus particulièrement au rôle des « populations urbaines pauvres » dans l’instauration de la République islamique mais aussi au changement de position ces dernières années, qui les a conduites à se manifester massivement contre le régime et ses politiques.

The Two Sides of the Iranian Revolution
The Iranian revolution of 1979 and its consequences should be analyzed using the concepts of “integration” (into the world capitalist system) and “isolation” (from the new world order). These two concepts allow us to better understand both the general and particular dimensions of this event. “Integration” emphasizes the general capitalist nature shared by all the so-called “Third World” or “peripheral” countries, while “isolation”, considered here as a moment of this “integration”, allows us to analyze the real and concrete characteristics that distinguish Iran from the other countries in the region. After analyzing these concepts in the post-revolutionary period in Iran, we focus on the role of the “urban poor” in the establishment of the Islamic Republic, but also on their change of position in recent years, which has led to massive demonstrations against the regime and its policies.

Migration mondiale et  « capacité d’accueil » de  l’État‑ nation
Cet article propose la critique d’un concept relativement nouveau en jeu dans la détention et l’exclusion des migrants « irréguliers », à savoir que l’État-nation a une « capacité d’accueil » limitée et objective quant à l’accueil des étrangers –  une capacité qui, lorsqu’elle est dépassée, justifie une défense militarisée. Distincte des rationalités gouvernementales plus explicitement racistes qui ont sous-tendu les premiers quotas d’immigration aux États-Unis, la notion de « capacité d’accueil » nationale a une logique propre dans laquelle écologie et économie sont rendues fatalement inextricables. L’expression « charge maximale » d’un territoire donné s’est développée dans le contexte de l’environnementalisme américain comme moyen de régulation des populations de gibier non humain et s’est ensuite transformée en un langage pour évaluer le potentiel des marchés émergents. La théorie de Freud sur les blessures psychiques commence par postuler par contre une « capacité de réception » infinie [Aufnahmefähigkeit] propre au système perceptif humain –  une capacité illimitée à accueillir ce qui est extérieur, qui est à la fois la condition d’origine de la vie incarnée et ce qui doit être géré et régulé pour survivre. Les spéculations de Freud dans Au-delà du principe de plaisir aident à dissoudre une conception mythopoétique de la Vie qui est depuis devenue centrale dans l’imaginaire racial anti-immigrant.

The Myth of What We  Can Take In
Global Migration and the “Receptive Capacity” of  the  Nation-State
This article offers a critique of a relatively new concept that works to sanction the detention and exclusion of “irregular” migrants — namely, that the nation-state has a finite and objective “receptive capacity” for taking in foreigners, which, when surpassed, warrants militarized defense. Distinct from the more explicitly racist governmental rationalities that underwrote the inaugural immigration quotas in the United States, the notion of a national “receptive capacity” has a logic of its own in which ecology and economy are made fatally inextricable. Conceptions of a given territory’s “carrying capacity” developed in the context of American environmentalism as a means of regulating nonhuman game populations and subsequently transformed into a language for assessing the potential of emerging markets. Freud’s theory of psychic injury begins by postulating an infinite “receptive capacity”[Aufnahmefähigkeit] proper to the human perceptual system — an unbounded ability to take in what is external that is both the originary condition of embodied life and that which must be managed and regulated in order to survive. Freud’s speculations in Beyond the Pleasure Principle index and help to dissolve a mythopoetic conception of Life that has since become central to the anti-immigrant racial imaginary.

Cher, T-Pain, Saez, Châton, Booba, Benjamin Biolay, Bon Iver, Yung Beef, Lady Gaga, Neil Young ou encore PNL, tous ces artistes ont en commun l’usage de l’Auto-Tune. Ce dernier désigne un logiciel permettant d’ajuster, de corriger la voix à la suite d’un enregistrement ou durant une performance. Si initialement, l’Auto-Tune permet de chanter juste, cela est également utilisé pour produire des modulations sonores donnant un caractère artificiel, robotique, non linéaire à la voix humaine. Le premier titre avec une présence marquée de l’Auto-Tune est « Believe » de Cher sorti en 1998 qui connaît un succès retentissant. Depuis, si quelques artistes –  à l’image de Jay-Z et son titre D.O.A. pour « Death of Auto-Tune » (2009)  – dénoncent cette pratique, l’Auto-Tune a conquis l’industrie musicale et serait utilisé dans la quasi-totalité des productions (Reynolds, 2019), toutes les esthétiques confondues. Malgré cette diffusion, encore peu de recherches académiques abordent cette question. Quels sont les enjeux liés à l’Auto-Tune ?

Cher, T-Pain, Saez, Châton, Booba, Benjamin Biolay, Bon Iver, Yung Beef, Lady Gaga, Neil Young, and PNL: these artists share a common practice — the use of Auto-Tune, a software that permits the adjustment or correction of the voice after its recording or performance. If initially Auto-Tune was used to correct the pitch, it now is also used to produce sound modulations that give a robotic, artificial, non-linear character to the human voice. The first recording to use Auto-Tune was Cher’s “Believe” in 1998: a direct hit. Since then, if some artists — like Jay-Z and its record D.O.A. for “Death of the Auto-Tune” (2009) — criticize the practice, Auto-Tune has conquered the music industry and is said to be used in most of the musical productions of today (Reynolds 2019) regardless of their aesthetic leanings. In spite of this broad circulation, there are few academic papers tackling its implications. What is at stake in Auto-Tune?

Comment la mondialisation artistique et la globalisation esthétique sont interprétées dans les écoles supérieures d’art ? Par une réflexion sur la normalisation des pratiques artistiques du fait de la prédominance de certains modèles de réussites, par des conflits autour des traditions théoriques (pensées antiracistes, postcoloniales et décoloniales) et par une interrogation quant à la libéralisation du secteur éducatif. Cet article propose également un cadrage historique de l’arrivée de ces vocabulaires dans les écoles et de leur inscription dans débats idéologiques contradictoires. Il évoque les effets concrets des savoirs tacites en éducation artistique sur l’évaluation des jeunes artistes en écoles. Comment éviter le double écueil d’une assignation racialisante des étudiant·es ou bien de son contraire, une politique de recrutement aveugle au racisme structurel.

Ideological Conflicts in French Art Schools
Artistic and aesthetic globalizations have various effects in the context of French art schools: they bring about debates concerning the normalization of artistic practices by the models of artistic achievement, they spur conflicts around new theoretical traditions — specifically antiracist, postcolonial, and decolonial studies — and they multiply interrogations concerning the neoliberal transformation of higher education. This paper offers a historical framing of the import of these new terminologies in art schools and a rendering of the ideological debates they provoke. What are the concrete effects of tacit systems of belief in art education and especially in the evaluation of young artists? Is it possible to avoid the double pitfall of, on the one hand, racializing art students or, on the other, of following a color-blind politics of recruiting that ignores the effects of structural racism?

« Nous savons que nous voulons nous retrouver. Tout ce dont nous avons besoin, c’est des cérémonies qui nous rassembleront » écrit la poétesse afro-féministe Alexis Pauline Gumbs. Les noms que nous utilisons pour nous dire font parfois office de cérémonies : un nom nous appelle, et nous répondons à son invocation. Ce peut être un cri de ralliement « Not GAY as in Happy but QUEER as in Fuck You ! », mais même les collectifs les plus émeutiers et les plus retors à l’identification courent le risque, en se nommant, de se voir réassigner à résidence par l’interpellation policière (« hé toi, là-bas ! »). Comment éviter les pièges de l’identité ? Les études queer ont élaboré le concept de désidentification pour décrire la tentative fugitive d’échapper aux marquages policiers des identités. Ce texte tente de détailler les enjeux politiques de ce refus d’identification en le situant dans les allers-retours franco-états-uniens des études et des activismes queer.

It can be a rallying cry (“Not GAY as in Happy but QUEER as in Fuck You!”), but even the most riotous collectives, even the most reticent to identification run the risk, in naming themselves, the house-arrest of police hailing (“hey you, there!”) How to steer away from the traps of identity? Anglophone queer studies have elaborated the concept of disidentification to describe the fugitive attempt to escape the police-made markings of identities. This text details the political stakes of this refusal to identifiy and the potential alliances it invites.

Mais si la « Nature » elle-même était déviante ? Et si la matière elle-même était faite d’êtres qui défient la logique ? Dans cet article, la physicienne et philosophe des sciences Karen Barad propose une lecture oblique de la physique quantique et de ses réceptions, à la recherche de créatures (des éclairs, des électrons, du vide, un monstre de Frankenstein…) aux côtés desquelles toustes celleux qu’on a désignées comme contre-nature pourraient trouver compagnie.

In this paper, physicist and science philosopher Karen Barad offers an oblique reading of quantum physics and its reception, looking for critters (lightning, electrons, frogs, the Frankenstein monster…) amongst which all of those who have been designated as non-natural might find company.

Le romancier et plasticien Sinzo Aanza interroge la place de l’artiste face au pouvoir depuis l’époque précoloniale jusqu’à nos jours dans le Congo contemporain. Ce qu’il appelle le « capital de l’imaginaire » se déploie avec et contre le pouvoir sur le marché de la valeur : tandis que les vendeurs de masques sont asservis par des discours d’authenticité fantasmée sur de l’art rituel, d’autres artistes s’attachent à dire l’expérience coloniale, l’exploitation des corps et des terres, dont les prédations minières contemporaines sont la continuation. C’est le rôle du poète et de l’artiste congolais qui est analysé en définitive, eux qui sont porteurs d’imaginaires tournés vers le futur et le monde.

What is and What is not
The novelist and visual artist Sinzo Aanza questions the place of the artist in the face of power, from pre-colonial times to contemporary Congo. What he calls the “capital of the imaginary” unfolds with and against power on the market of value: while mask sellers are enslaved by fantasized speeches of authenticity about ritual art, other artists focus on the colonial experience, the exploitation of bodies and land, of which contemporary mining predators are the continuation. It is the role of the poet and the Congolese artist that is ultimately analyzed, they who are bearers of imaginaries turned towards the future and the world.

Photographer, video artist, visual artist and cartoonist Michèle Magema analyzes her artistic practice, marked by exile and belonging to multiple territories. Metamorphosis, the All-World, the state of postcolony, the monstration of the female body: these are the motifs of her artistic work. Oyé Oyé is an installation mixing images of Mobutu’s parades and reconstitution by the artist of the gestural codes imposed on schoolchildren under the dictatorship. Under The Landscape reproduces and questions the political borders of the Congo. Evolve returns to the colonial category of “the evolved”. Remind me not to forget our dreamed territories questions the artist’s “return to the native country” after more than thirty years of absence. Michèle Magema defines her work as a creation of fiction, an exploration of the relations between the Congo, France and Belgium, a study of the political consequences of the globalized world on individuals.

L’article entend constituer la grand-mère comme figure centrale de transmission, comme personnage politique radical : figure de récit, figure de continuité mémorielle là où la colonisation a sapé l’autorité des lignées paternelles. Se décalant d’un récit qui pense la colonisation comme une castration symbolique des pères, l’auteure interroge les lignées féminines et leur pouvoir de transmission de trames narratives et mémorielles. La grand-mère est érigée en force politique, capable de défaire l’autorité patriarcale et de recréer des liens défaits. La force des « petites histoires » racontées par les grand-mères face aux défaites de la « grande histoire » des pères : tel est le pouvoir des fabulations politiques de soi qui s’inventent au-delà ou contre les identités normatives et produisent de nouveaux imaginaires politiques.

The article intends to constitute the grandmother as a central figure of transmission, as a radical political figure: a figure of narrative, a figure of continuity of memory where colonization has undermined the authority of paternal lineages. Moving away from a narrative that thinks of colonization as a symbolic castration of fathers, the author questions female lineages and their power of transmission of narrative and memory frames. The grandmother is set up as a political force, capable of undoing patriarchal authority and recreating broken ties. The strength of the “little stories” told by grandmothers in the face of the defeats of the “big story” of fathers: such is the power of political self-fabulations that invent themselves beyond or against normative identities, and produce new political imaginaries.

L’artiste Sarah Ndele mêle une réflexion sur sa propre pratique, nourrie de l’art Yombé, à un plaidoyer en faveur du renouvellement de l’enseignement artistique au Congo qui intègrerait une histoire de l’art classique africain. Sarah Ndele explique comment ses propres créations de masques interrogent la fracture héritée de la colonisation qui est venue rompre les transmissions intergénérationnelles, produisant des « trous » de mémoire. Dans son œuvre, le plastique a remplacé le bois et les matières végétales des masques d’autrefois ; la fonte des matières plastiques récupérées forme des « larmes », qu’elle agence avec la volonté de se recomposer soi-même par son art. Les performances, réalisées au sein d’un collectif d’artistes kinois, investissent la rue et l’espace public pour interpeller les passants sur des sujets politiques parfois sensibles. Cette pratique collective de la performance est rattachée à tout un héritage culturel africain, défendu par l’artiste.

Artist Sarah Ndele mixes a reflection on her own practice, nourished by Yombé art, with a plea for the renewal of art education in the Congo that would include a history of classical African art. Sarah Ndele explains how her own mask creations question the fracture inherited from colonization, which broke down intergenerational transmissions, producing “gaps” in memory. In her work, plastic has replaced wood and the vegetable materials of the masks of yesteryears; the melting of recovered plastic forms “tears”, which she combines with the desire to recompose herself through her art. The performances, realized within a collective of Kinshasa artists, invest the street and the public space to question the passers-by on sometimes sensitive political issues. This collective practice of performance is linked to a whole African cultural heritage, defended by the artist.

Le politique et le chanteur : deux figures qui semblent bien éloignées mais que l’auteur rassemble en partant de la scène kinoise. Stratégie de subversion, culte de la personnalité, culture du clash, soutien de supporters, fonctionnement en factions : avec humour, l’auteur dresse des parallèles entre les univers musicaux et politiques pour, d’une part, souligner combien la musique porte une large part de politique et pour, d’autre part, déconstruire l’autorité du champ politique par la dérision. La dictature est ainsi lue comme le plébiscite, par les masses, d’hommes de scènes, passés maîtres dans la gestion des slogans et des bonnes répliques. Les stars de la chanson, de leur côté, sont partie prenante des campagnes électorales et participent aux stratégies de marketing de la scène politique. Au-delà des jeux de rapprochement, l’article interroge la fabrication des élites, l’espace médiatique, la création des « stars » et l’usage de la parole politique.

The politician and the singer: two figures who seem quite distant but whom the author brings together from the Kinshasa scene. Strategy of subversion, cult of personality, culture of clash, supporters’ spirit, faction dynamics: with humor, the author draws parallels between the musical and political worlds in order, on the one hand, to underline how much music carries a large part of politics but also, on the other hand, in order to deconstruct the authority of the political field through derision. The dictatorship is thus read as the plebiscite, by the masses, of showmen who have become masters in the management of slogans and punchlines. The music stars are part of the electoral campaigns and participate in the marketing strategies of the political scene. Beyond the parallels, the article questions the fabrication of elites, the media space, the manufacture of celebrity, the use of political speech.
