À mi-chemin entre l’art et la philosophie, Défaire l’image esthétique de l’art est appréhendé, non pas « d’après » mais après Deleuze et Guattari, sous l’idée de régime, d’agencement ou de « pensée diagrammatique ». Indissociable du déplacement de l’analyse à partir des œuvres et des pratiques (de création et de réception), la recherche donne lieu à une multiplicité d’essais proposant autant d’expériences de pensée par l’art contemporain. La Pensée-Matisse et la Pensée-Duchamp sont ainsi mises en tension d’un champ de forces « rechargé », depuis les années 1960, par les options micropolitiques dont relève la problématisation critique et clinique de l’art. Le mode d’emploi passe par Daniel Buren, Gordon Matta-Clark et Günter Brus, avec la lignée brésilienne de Hélio Oiticica à Ernesto Neto.

Undoing the Image

Halfway between art and philosophy, this attempt to Undo the aesthetic image of art is less “drawn from” than “taken after” Deleuze and Guattari, in terms of regimes, assemblages and diagrams. Linked to a displacement of works and practices (of creation and reception), this research provides a multiplicity of thought-experiences generated by and through contemporary art. Matisse-thinking and Duchamp-thinking constitute a field of forces recharged, from the 1960s on, with micropolitical options in critical and clinical problematizations of art. A User’s Manual would include Daniel Buren, Gordon Matta-Clark and Günter Brus, along with a Brazilian line of artists going from Hélio Oiticica to Ernesto Neto.

Après deux décennies de globalisation politique, normative et économique, les pratiques des ONG mexicaines, ont connu un mouvement centripète puis un retour centrifuge sur le local, presque obligé. Leur projection dans des enjeux planétaires n’est pas contestable vu le nombre de militant-e-s qui ont participé aux conférences onusiennes pivotales du Caire (1994) et de Pékin (1995). Cependant elle a été suivie d’un «retour» au local brutal pour des dizaines, voire centaines d’organisations qui ont vu se tarirent la masse de grants des fondations étasuniennes et de l’USAID. Pour les grandes ONG de la capitale, il a été possible de dégager 20 à 25 % des revenus de services payants et de donner ainsi des gages de «bonne conduite» économique aux bailleurs philanthropiques. Pour l’immense majorité des ONG du pays qui participèrent à ce mouvement, le repli sur des situations précaires de sous-traitances n’a fait qu’ancrer toujours plus les militant-e-s dans les jeux politiques partisans locaux et les ont d’autant plus éloignées de l’idéal de gouvernance démocratique nord-américaine.

Mexican Gender NGOs

Following two decades of political, normative and economic globalization, the practices of Mexican NGOs went through a period of centripetal and then, almost against their will, back to centrifugal, local-centered, movement. Their role in planetary issues is undeniable, considering the number of activists who took part in the pivotal UN conferences in Cairo (1994) and Beijing (1995). But this was followed by a “return” to local affairs that was brutal for tens, or even hundreds of organizations who saw the bulk of the grants they received from American foundations and USAID dwindle. The larger NGOs, based in the capital, were able to draw 20 to 25% income from paid services and therefore give their philanthropic donors proof of “good economic behavior”. For the overwhelming majority of the country’s NGOs drawn into this movement, having to go back to precarious sub-contracting situations anchored the activists ever more in local partisan political games, and brought them even further away from the North American ideal of democratic government.

Les ONG ne sont-elles pas de meilleurs inoculateurs des normes globales que les États-nations ? Leurs modes d’intervention garantissent-ils à ces normes le caractère démocratique qu’elles affichent ? L’exemple d’une entreprise sociale dans le domaine de la santé au Bengladesh montre une forte tendance à réinstaurer une hiérarchie entre personnes secourues et professionnels. En Ouzbékistan post-socialiste l’importation de la démocratie qui avait séduit les élites dans un premier temps n’a pas empêché l’instauration de la dictature. En Chine les ONG enregistrées par l’État se saisissent des problèmes difficiles en utilisant des travailleurs sociaux formés dans les Universités. Un travail social bénévole est un bon point pour obtenir un emploi. Il y a aussi des ONG d’environnement en conflit avec le gouvernement à l’échelon local. Les ONG de genre émergent. Les ONG hésitent entre participation et dissidence, permise par Internet. L’État essaie de les intégrer dans une sorte de Care d’État.

NGOs as Tools of Global Government

Are NGOs not better inoculators of global norms than Nation-states? Do their means of action guarantee these norms the democratic character they claim to stand for? The example of a social company working in the health field in Bangladesh shows a strong tendency to reestablish a hierarchy between assisted people and professionals. In post-socialist Uzbekistan, the introduction of democracy that drew the elites at first was unable to prevent the establishment of a dictatorship. In China, state registered NGOs address difficult problems, using social workers training in the Universities. Volunteer social work is a plus when applying for a job. There are also environmental NGOs in conflict with the government on the local level. Gender NGOs are emerging. NGOs hesitate between participation and dissidence, made possible by the Internet. The State is attempting to integrate them into a sort of State Care.

Dans un tir groupé de livres publiés de 1972 à 1979, Psychanalyse et Transversalité (1972), La Révolution moléculaire (1977) et L’Inconscient machinique (1979), Guattari élaborait une typologie des systèmes sémiotiques utilisant un vocabulaire conceptuel hybridé de Peirce et Hjelmslev. En lisant ces trois livres en parallèle, je voudrais étoffer la sémiotique a-signifiante en la mettant en relation avec une ligne info-technologique sur le phylum machinique inspirée de l’un des exemples préférés de Guattari quant à la sorte de semiosis mise en jeu par les signes a-signifiants : les cartes bancaires. La nouveauté apportée par Guattari consistait à développer les signes a-signifiants dans une typologie des classes de signes mais en tenant compte du problème de la relation entre les dimensions matérielles et sémiotiques à l’ère de l’informatisation mondialisée.

In a cluster of books published originally in 1977, the two editions of La Révolution moléculaire, and L’Inconscient machinique (1979), Guattari elaborated a typology of semiotic systems framed in a Peirce-Hjelmslev hybrid conceptual vocabulary. Reading across these three books I want to flesh-out a-signifying semiotics in relation to an infotech strand on the machinic phylum inspired by one of Guattari’s favourite examples of the kind of semiosis put into play by a-signifying signs : credit and/or bank cards. Guattari’s innovation was to develop a-signifying signs in a typology of sign types but with respect to the problem of the relationship between material and semiotic dimensions in the age of planetary computerization and globalization.

Rente salariale et production de subjectivité, par

Au cœur de cet article : l’émergence de la figure du « salarié rentier ». Cette figure n’a rien de nouveau en soi si l’on songe aux différentiels de salaire liés aux hiérarchies socialement déterminées des métiers. Ou bien, si l’on songe aux rentes salariales obtenues par des pans du salariat aux dépens du salariat féminin, précaire, immigré. Ce qui est nouveau, c’est qu’aujourd’hui la rente salariale ressort d’un processus double, d’individualisation du salaire et de « socialisation du capital ». Elle est donc d’une nature nouvelle, par ailleurs, son émergence rend encore plus floues les frontières qui séparent les grandes catégories des revenus : salaire, rente et profit. Dans cet article, il s’agit moins de rendre compte de la figure du salarié rentier d’un point de vue strictement économique que de saisir dans le processus double qui lui donne naissance le fonctionnement propre d’une machine de production de subjectivité qui soude la liaison dangereuse entre capitalisme cognitif et néolibéralisme.

The central concern of this essay : the emergence of the figure of the « wage shareholder ». There is nothing new about this figure in and of itself if one thinks of wage differentials linked to social hierarchies determined by the professions. Or again if one thinks of wage-earning shares obtained by sections of the wage-earning system at the expense of feminine, precarious, and immigrant wage earners. What is new is that today the wage share results from a double process of wage individualization and « socialization of capital ». It is thus of a new nature, and its emergence therefore renders more indistinct the boundaries that separate the main categories of revenue : wage, annuity and profit. In this article, it is less a question of accounting for the figure of the wage-earning shareholder from a strictly economic point of view as to see it in terms of a double process that gives to it the functions proper to a machine producing subjectivity that unite the dangerous link between cognitive capitalism and neoliberalism.
