À propos de  transformations plurielles
Cet article propose d’élargir le débat sur la transition énergétique au-delà du contexte occidental. Partant d’études de cas situées dans deux métropoles des Suds, la réflexion invite à nuancer les scénarios normatifs et supposés universels de transformation des systèmes énergétiques pour confronter les transitions aux singularités des sociétés et des territoires dans lesquels elles prennent forme. Ainsi s’aperçoit-on que les discours sur le changement climatique global ont bien moins d’effets d’entraînement sur les trajectoires énergétiques d’Istanbul et du Cap que l’impact de crises écologiques plus locales ou que l’évolution de compromis socio-politiques, toujours fragiles et dépendants d’héritages historiques nationaux.

About Plural Transformations
The present article aims at widening the debate on energy transition beyond the Western context. Based on two metropolitan case studies from the “Global South”, it suggests to move away from normative and supposedly universal scenarios of energy changes and to confront transitions with the singularities of the societies and territories in which they take shape. It is then apparent that discourses on global climate change have far less impact on Istanbul and Cap Town energy trajectories than local ecological crisis or changes in socio-political compromises, always fragile and dependent on national historical legacies.

Des génies accueillants au Laos
Au Laos, pays majoritairement bouddhiste, toujours dirigé par un État-parti communiste rigide et répressif, les cultes aux génies continuent à se développer et se transforment, en réponse aux contraintes vécues par la population et à ses désirs d’y échapper. La dimension de refuge des cultes et en même temps, d’échappement imaginaire par le haut à des oppressions de toutes sortes, en est un trait récurrent, manifeste en particulier dans les années quatre-vingt-dix dans l’exaltation des figures royales, opposées aux cadres politiques rendus impuissants de l’État-parti communiste. Aujourd’hui les homosexuels masculins trouvent désormais dans les cultes aux génies, en perpétuel remaniement tant au plan des pratiques que des élaborations des personnages mythiques, une atmosphère accueillante, très séduisante en regard des barrières auxquels ils se heurtent dans la vie quotidienne. Les cérémonies se présentent alors, en résonance avec les images en provenance de Thaïlande, comme des dépassements possibles en phase avec un contexte de globalisation idéologique où les plateaux LGBT rayonnent de leurs potentialités libératoires.

In Laos, a predominantly Buddhist country, still run by a rigid and repressive communist party-state, cults devoted to genius continue to develop and transform in response to the constraints faced by the population and their desire to escape. The shelter dimension of the cults and, at the same time, an imaginary escape from the top to oppressions of all kinds, is a recurring feature, manifested particularly in the nineties in the exaltation of the royal figures, opposed to the impotent political frameworks of the communist party-state. Today, male homosexuals find in cults to geniuses, in perpetual shuffling both in terms of practices and elaborations of mythical characters, a welcoming atmosphere, very attractive compared to the barriers they face in everyday life. The ceremonies present themselves, in resonance with the images coming from Thailand, as possible overtaking in phase with a context of ideological globalization where the LGBT plateaux radiate their liberating potentialities.

L’oppression des communautés autochtones hindoues au Pakistan
Le projet d’extraction de charbon de Thar
Le mégaprojet de centrale au charbon Thar (Thar Coal Mega Power Project) est l’un des plus ambitieux du Pakistan. Il affectera directement les communautés du désert de Thar sur une superficie d’environ neuf mille kilomètres carrés. Plus de deux cent cinquante villages seront évacués pour assurer son succès économique. Le projet a d’ores et déjà provoqué des migrations, des spéculations sur le sol, l’usurpation de pâturages communs et le rejet des communautés. Les conflits dans la région revêtent deux faces. D’abord, on constate des conflits entre les communautés autochtones, l’État et les fonctionnaires de la Sindh Engro Coal Mining Company (SECMC). Ensuite, les problèmes intracommunautaires se sont transformés en conflits religieux entre musulmans et hindous, bien que les causes sous-jacentes soient environnementales. Cet article fournit une description critique des conflits, de l’usurpation de la terre, des processus de spéculation et d’accumulation dans la zone du projet.

The Thar Coal Mega Power Project is one of the most ambitious projects in Pakistan. It will directly affect the communities of the Thar Desert over an area of ​​about nine thousand square kilometers. More than two hundred and fifty villages will be evacuated to ensure its economic success. The project has already caused migration, speculation on the ground, usurpation of common pastures and rejection of communities. Conflicts in the region take two sides. First, there are conflicts between indigenous communities, the state, and officials of the Sindh Engro Coal Mining Company (SECMC). Second, intra-community problems have turned into religious conflicts between Muslims and Hindus, although the underlying causes are environmental. This article provides a critical description of conflicts, land spoofing, speculation and accumulation processes in the project area.

Sri Lanka : Conflits socio-environnementaux et projets de développement
Cet article analyse les situations d’injustice environnementale au Sri Lanka, en comparant vingt-six conflits socio-environnementaux identifiés dans l’Atlas mondial de la justice environnementale. Ils sont été compilés par l’auteur, en collaboration avec des activistes du Center for Environmental Justice (CEJ) du Sri Lanka. En nous appuyant sur différentes sources (rapports d’ONG, journaux, blogs, sources gouvernementales, déclarations commerciales et articles universitaires), et en privilégiant une approche d’écologie politique, nous analysons quelles sont les activités économiques qui génèrent des affrontements, quels acteurs y participent et de quelle manière les différents groupes se sont mobilisés contre des projets d’investissement.

This article analyzes situations of environmental injustice in Sri Lanka, comparing twenty-six socio-environmental conflicts identified in the Global Atlas of Environmental Justice. They have been compiled by the author, in collaboration with activists from Sri Lanka’s Center for Environmental Justice (CEJ). By nudging different sources (NGO reports, newspapers, blogs, government sources, commercial statements, academic articles), and focusing on an approach of political ecology, we analyze what are the economic activities that generate confrontations, which actors participate, and how different groups have mobilized against investment projects.

Le mouvement « Sauvez les Sundarbans » au Bangladesh
Un mouvement environnemental sans précédent a pris forme lorsque le gouvernement du Bangladesh a projeté la construction d’une centrale à charbon à 14 km des Sundarbans, la plus grande mangrove du monde. Plusieurs experts, dont certains de l’Unesco, ont indiqué que les déchets et la fumée de la centrale menaceraient la forêt et sa biodiversité. Malgré cela, le gouvernement persiste dans son intention de mener à bien le projet en fonction des intérêts de certains groupes au pouvoir. Le mouvement a débuté discrètement en 2012 et est devenu massif par la suite. En 2017, il a réussi à mobiliser la mouvance du militantisme écologique et certaines organisations internationales. Il s’agissait de faire pression sur le gouvernement pour qu’il abandonne le projet d’usine. Cet article décrit l’évolution du mouvement, ses principaux acteurs, sa portée mondiale ainsi que sa situation actuelle.

The “Save the Sundarbans” movement in Bangladesh
An unprecedented environmental movement took shape when the Bangladesh government planned to build a coal-fired power plant 14 km from the Sundarbans, the world’s largest mangrove forest. Several experts, including some from Unesco, have indicated that the waste and smoke from the plant would threaten the forest and its biodiversity. Despite this, the government persists in its intention to carry out the project according to the interests of certain groups in power. The movement began quietly in 2012 and became massive thereafter. In 2017, it managed to mobilize the movement of ecological activism and some international organizations in order to pressure the government to abandon the factory project. This article describes the evolution of the movement, its main actors, its global reach as well as its current situation.

L’Europe et les nouvelles échelles de la transition énergétique
Après avoir passé en revue la diversité des politiques nationales en matière de transition énergétique, cet entretien fait le point sur ce que l’Union européenne a déjà pu et pourra apporter aux multiples redimensionnements en cours. Alors que les politiques nationales restent obnubilées par une conception centralisatrice de la production énergétique, le nouveau monde de la parité-réseau et des consommateurs-producteurs redistribue les cartes selon des échelles sensiblement différentes. Une coordination européenne entre initiatives locales peut devenir un atout, pour autant que des mesures de redistribution sachent prévenir une nouvelle « lutte des classes énergétiques » qu’exaspèrent nos inégalités actuelles.

Europe and the new scales of energy policies in transition
After reviewing the diversity of national policies addressing energy issues, this interview considers what the EU has done, and what it will be in a position to do, to the current re-dimensioning of our energy policies. While national agendas remain deeply tied to a centralizing conception of energy production through massive powerplants, the new world of prosumers and parity grid reshuffles the cards along a multiplicity of heterogeneous scales. This is where a European-wide coordination can become a major asset, as long as redistributive policies prevent the new “energy class struggles” currently exacerbated by growing social inequalities.

Le Michigan est le site de trois pipelines : pétrole, plomb et marchandises. Cet essai retrace les crises de ces pipelines et les possibilités de lutte contre leur établissement. En examinant les limites et les potentiels du blocage propre à « l’action éco-directe », nous pouvons dégager certaines leçons qui pourraient être généralisées à d’autres luttes. En particulier, dans une phase capitaliste de circulation, une tactique consistant à arrêter les flux peut être utile dans des scénarios impliquant d’aller au-delà du simple arrêt de la construction d’un oléoduc. Mais, si une interruption peut ralentir la reproduction du capital, elle pose des défis à la reproduction du social. Ces défis peuvent être surmontés par des blocages qui cherchent non seulement à mettre fin à la situation génératrice du conflit, mais également à créer de nouveaux rapports sociaux.

The Pipeline and the Blockade
Michigan is the site of three pipelines: oil, lead, commodities. This essay traces the crises of these pipelines and the possibilities for struggle against them. By examining the limits and potentials of the “eco-direct action” blockade, we can discern certain lessons that might be generalized onto other struggles. In particular, in a capitalist phase of circulation, a tactic associated with halting flows can be of use in scenarios beyond just stopping construction of an oil pipeline. But, while interruption may slow the reproduction of capital, it poses challenges for the reproduction of the social. These challenges may yet be overcome by blockades that seek not only to halt, but also to create new social relations.

Le boum de la philanthropie
À la suite des États-Unis, où le don a été façonné par les milliardaires comme produit financier de rêve et acte de satisfaction morale, les classes moyennes françaises donnent de plus en plus à des associations d’intérêt général. Le financement privé par le mécénat populaire connait un véritable succès de marketing, que l’on peut qualifier de « marketing social ». Mais, parallèlement au développement du mouvement associatif, on assiste, depuis les années 90, à l’émergence de nouveaux samaritains, véritables despotes éclairés : les fondations. À côté des donateurs charitables de la société civile, le donateur philanthropique se positionne entre l’action de l’État-providence et les organismes paritaires chargés de porter l’intérêt général. Leur puissance leur permet de redéfinir cet intérêt général à leur profit. Le boum de la philanthropie est donc lié à une certaine incapacité de l’État-providence, grand redistributeur central, à étendre sa couverture à tous les citoyens, et surtout, aux causes lointaines. Un avenir radieux est donc promis à la philanthropie.

The Boom of Philanthropy
Following the United-States, where philanthropy was shaped by billionaires as a dream financial product and an act of moral satisfaction, the French middle classes increasingly donate to associations of general interest. Private sponsorship through popular philanthropy is a marketing success, which can be described as “social marketing”. But, parallel to the development of the associative movement, we have witnessed, since the 90s, the emergence of new Samaritans, real enlightened despots: the foundations. Next to the charitable donors of civil society, the philanthropic donor is positioned between the policies of the Welfare State and the joint bodies in charge of the general interest. Their power allows them to redefine this general interest to their advantage. The boom of philanthropy is thus linked to a certain incapacity of the Welfare State, the great central redistributor, to extend its coverage to all citizens, and especially to distant causes. A bright future is promised to philanthropy.
